THE PIPELINE

From Congress to you. Six layers of truth.

Every analysis passes through six layers before you ever see it. No shortcuts. No AI hallucinations reaching users. Just math, humans, and an immutable record.

01

Every bill. Scanned.

The moment a bill drops on Congress.gov, our pipeline pulls the full text, sponsors, and amendments. Nothing gets skipped.

02

Math finds the riders.

Our detection engine analyzes every section of every bill against multiple signals. Provisions that are thematically inconsistent with the rest of the bill get flagged automatically — no human bias involved.

Multi-signal anomaly detection
03

Follow the money.

Every representative’s donors — PACs, SuperPACs, individuals — surfaced and cross-referenced against the bills they sponsor. When the money and the votes align, we show you.

Campaign finance transparency
04

Track their trades.

Congressional stock trades disclosed days after bills they voted on. We surface the timeline so you can see what they knew and when they traded.

Senate & House financial disclosures
05

Humans verify.

Every flagged analysis is reviewed by our editorial team before publication. We’d rather catch a false positive ourselves than let one reach you. Nothing goes live without human approval.

06

Ethereum makes it permanent.

Approved analyses are hashed and recorded on the Ethereum blockchain. Politicians can’t rewrite what’s already on-chain. Verify it yourself on Etherscan.

HISTORICAL EXAMPLES

This has been happening for decades.

Real provisions hidden inside real bills that became law. These are the kinds of riders We Are Candor is built to expose.

Transportation Equity Act, 2005
Historical
Transportation

The Bridge to Nowhere

The rider

$223 million earmarked to build a bridge connecting Ketchikan, Alaska (population 8,900) to Gravina Island (population 50). Buried inside a 1,752-page federal highway bill that funded roads across all 50 states.

A quarter-billion dollars for 50 people — inserted by a single senator into a must-pass bill nobody had time to read. It became the most infamous earmark in U.S. history.

Credit CARD Act of 2009
Historical

Guns in National Parks

The rider

A provision allowing loaded firearms in national parks and wildlife refuges was attached to a consumer credit card reform bill. The two topics have zero legislative connection.

A firearms expansion was stapled to a consumer finance bill because the credit card bill had enough bipartisan support to guarantee passage. The gun provision rode through on that momentum.

Gutting the STOCK Act

The rider

Congress quietly stripped financial disclosure requirements from the STOCK Act — the law designed to prevent insider trading by members of Congress — by passing a standalone repeal bill through both chambers in under 72 hours with virtually no public debate.

They passed a law to stop themselves from insider trading, celebrated the press coverage, then quietly gutted its enforcement so fast nobody noticed. Arguably worse than a rider — they did it in broad daylight.

No PAC money. Ever.
01

No PAC money. Ever.

We will never accept funding from PACs, SuperPACs, or political parties. Our funding comes from citizens and civic grants. The moment we take their money, we become them.

Nonpartisan by design.
02

Nonpartisan by design.

We flag inconsistencies regardless of party. Our system doesn’t know red from blue — it only knows what belongs in a bill and what doesn’t. Both sides get the same scrutiny.
