The Bridge to Nowhere
$223 million earmarked to build a bridge connecting Ketchikan, Alaska (population 8,900) to Gravina Island (population 50). Buried inside a 1,752-page federal highway bill that funded roads across all 50 states.
A quarter-billion dollars for 50 people — inserted by a single senator into a must-pass bill nobody had time to read. It became the most infamous earmark in U.S. history.
Guns in National Parks
A provision allowing loaded firearms in national parks and wildlife refuges was attached to a consumer credit card reform bill. The two topics have zero legislative connection.
A firearms expansion was stapled to a consumer finance bill because the credit card bill had enough bipartisan support to guarantee passage. The gun provision rode through on that momentum.
Gutting the STOCK Act
Congress quietly stripped financial disclosure requirements from the STOCK Act — the law designed to prevent insider trading by members of Congress — by passing a standalone repeal bill through both chambers in under 72 hours with virtually no public debate.
